DialPlan Variable Under optional information in Gateway settings for verson 4.0 and is under Switch - Gateways setting on version 3.6

Does anyone have a better understanding how this Dialplan variable setting work?
I wanted to be able to set random caller ID from a range let say 1000-2000. to a gateway.
