COST chooses lowest cost

Yes the logic is still same.
Issue still with rate search in customer portal. Search for rate and the processor just goes round & round and never finds rate. I found this answer https://groups.google.com/g/astpp/c/RTg9WaZABY8
Why is this bug not fixed yet?
